(MB) MANILA, Philippines — Ateneo de Manila University has regained the lead in the Bar examinations after Cesareo Antonio S. Singzon Jr. topped the 2010 exams with a rating of 89%.
Singzon Jr. is the 20th topnotcher produced by the Jesuit school since the start of the Bar exams in 1900. The University of the Philippines has 46 Bar topnotchers in its roster. It last topped the Bar exams in 2005.
Ateneo’s lead was broken when San Beda law graduate, Reinier Yebra, topped the 2009 Bar. Prior to the 2010 Bar exams, the last topnotcher from Ateneo was Mercedita L. Ona.
A total of 982 or 20.26 percent of 4,847 law graduates passed the 2010 Bar examinations administered by the Supreme Court (SC).

Justice Conchita Carpio Morales was the chairperson of the 2010 bar examinations committee.

Oath-taking of the successful Bar candidates is set at 10 a.m. on April 14, 2011, at the Philippine International Convention Center.
The SC said those who passed the Bar may secure their clearances from the Office of the Bar Confidant during office hours, Monday to Friday, beginning March 21 to April 13, 2011, from 8:30 a.m. to 11 a.m. and 2 p.m. to 4 p.m.
For the Bar examinations starting this year, the coverage of the tests will be drawn up by topics and sub-topics rather than by just stating the covered laws and that the tests will be in multiple-choice-questions (MCQ) in Political Law with a weighted average of 15 percent; Labor Law, 10 percent; Civil Law, 15 percent; Taxation, 10 percent; Mercantile Law, 15 percent; Criminal Law, 10 percent; Remedial Law, 20 percent; and Legal Ethics/Forms, five percent.
There will also be essay-type examinations which will have 40 per- cent equivalent in the computation of an examinee’s final grade.
Justice Roberto A. Abad is the Chairperson of the 2011 Committee on Bar Examinations.
This year’s Bar examinations will be conducted in all four Sundays of November at the University of Santo Tomas (UST) in Manila.
The examinations on the first Sunday would be on Political and International Law, and Labor and Social Legislation (morning) and Taxation (afternoon); second Sunday, Civil Law (morning) and Mercantile Law (afternoon); third Sunday: Remedial Law, and Legal Ethics and Forums (morning) and Criminal Law (afternoon); and fourth Sunday: Trial Memorandum (morning) and Legal Opinion (afternoon).
The SC administers the Bar examinations in line with Article VIII, Sec. 5 of the Constitution which provides that it shall have the power to promulgate rules governing the admission to the practice of law.
